It depends on the business. If you're going to be representing the business to the public, then yes, looks count. Yes, it sucks, and no, it's not fair, but when you go on an interview, potential employers don't know you. All they have to go on is what they see, and how you answer a few standard questions. If you're serious about working, I would man up and get your haircut. After you've been hired, then start growing it out again. Your job will let you know if it's a problem.
Also, remember that there are a lot of people looking for jobs right now, so competition is going to be serious. Good luck!!
